A Universal Constitution for peace in the world

There is a popular proverb here in Brazil that says: God writes correctly through crooked lines.
It means, in short, in my view, that even when situations occur that are initially not so good, there is a good and certain destiny for the situation.
For example, I'm very stressed with a lot of work to be done.
But it is in these moments of intense stress, as I am currently experiencing due to overwork, that I decide to write and publish texts on the internet, as an escape valve.
Normally, my work is calm. But sometimes, over-service occurs. And unfortunately, lately, it's been more frequent than I would like. And this is a rant.
However, I have a little more than 2 years and 40 days to retire.... when I turn 60 on October 21, 2025... and thank God, time seems to be passing quickly lately.

But let's get to today's topic.
I'm going to talk about a Brazilian, Ruy Barbosa. A Northeasterner, from Bahia, born in Salvador, capital of Bahia, who has the respect of practically everyone in the legal profession in Brazil.
Below is a small bibliography:
A notable speaker and scholar of the Portuguese language, he was a founding member of the Brazilian Academy of Letters (1897), occupying chair no. 10, and its president between 1908 and 1919.
As a delegate from Brazil at the II Peace Conference, in The Hague (Netherlands, 1907), he was notable for defending the principle of equality of States.
For his performance at this conference, he received the epithet of “The Eagle of The Hague” from Baron do Rio Branco.

Why am I writing this text today?
Let's go in parts.
There is the International Court of The Hague, which is highly respected by most civilized countries in the world, and I completely agree with this.
And coincidentally, Ruy Barbosa received the right nickname of the Eagle of The Hague.

What do I mean by this?
That all countries that have not yet signed agreeing and accepting the jurisdiction of the Hague International Court (Criminal) must do so, in search of an international and correct criminal jurisdiction throughout the world. And this is an explicit message.
It's a good thing that Brazil already accepted the jurisdiction of the International Court of The Hague a long time ago.
And if anyone in Brazil, any current or future Brazilian ruler, wants to leave this International Court, this attitude has my total repudiation, in fact, this position of mine is in honor of the northeastern, Bahian, and deservedly recognized in Brazil and in the world, with the nickname of the Eagle of The Hague, Ruy Barbosa.
But I'll go even further.
Readers of the Urantia Book know a passage of Jesus Christ, before his public life, when he was, unless I am mistaken, near the Caspian Sea region. Maybe it was near the lake of Urmia (Persia), which is in modern-day Iran. My memory isn't that good.
I'll try to find it quickly in the Urantia Book.

3. The Teachings in Urmia
134:3.1 (1485.3) On the way to the Caspian Sea, Jesus had stopped for several days to rest and recuperate at the old Persian city of Urmia, on the western shores of Lake Urmia. On the largest of the islands of an archipelago located a short distance from the shores, near Urmia, was located a large building—a conference amphitheater—dedicated to the “spirit of religion.” This structure was truly a temple of the philosophy of religions.
134: 3.2 (1485.4) This temple of religion had been built by a rich merchant, a citizen of Urmia, and his three sons. This man was called Cimboitom and, among his ancestors, he had many different peoples.

They surrendered their sovereignty to the federal government and, through arbitration, in the event of war, abandoned all illusory claims to self-determination. As long as each state regulates its internal affairs, it will not concern itself with foreign relations, tariffs, immigration, military affairs, or interstate commerce. Nor will individual states concern themselves with questions of citizenship. The forty-eight states suffer the devastation of war only when the sovereignty of the federal government is in some way threatened.
134:5.14 (1489.5) These forty-eight states, having abandoned the double sophistry of sovereignty and self-determination, enjoy interstate peace and tranquility. Thus the nations of Urantia begin to enjoy peace as they freely relinquish their respective sovereignties, placing them in the hands of a global government—the sovereignty of the brotherhood of men. In this world state, small nations will be as powerful as large ones; So, in the same way that the small state of Rode Island has its two senators in the American Congress, the populous state of New York or the huge state of Texas also have it.
134:5.15 (1490.1) The limited (state) sovereignty of these forty-eight states was created by men and for men. The sovereignty of the supra-State (the national) of the American Federal Union was created by the thirteen original states, among them, for their own benefit and for the benefit of men. At some time, the supranational sovereignty of humanity's planetary governments will similarly be created by the nations, for their own benefit and for the benefit of all men.
134:5.16 (1490.2) Citizens are not born for the benefit of governments; Governments are organizations created, and bequeathed, for the benefit of men. There can be no end to the evolution of political sovereignty without the emergence of the sovereign government of all men. All other sovereignties are relative in value; of only intermediate meaning and subordinate status.

I have a degree in Law. I have always taken this position that peace in the world will come when there is a Universal Constitution for all civilized countries in the world.
And I repeat that I am not a pioneer in relation to this idea, of a Universal Constitution governing the civilized world on our planet. Many have already spoken about this in various parts of the world.
Perhaps, by writing this message I will be able to sensitize important people to the importance of our planet's current situation for peace to occur in the world, with the creation of a Universal Constitution for civilized countries on all continents.
I believe that despite having a small number of visitors, currently, at the Serara Forum, there is a very select group of people who read the texts of this international forum, mainly linked to the rulers of the main countries in the world.

Existe um provérbio popular aqui no Brasil que diz: Deus escreve certo por linhas tortas.
Significa, em síntese, em minha visão, que mesmo ocorrendo situações a princípio não tão boas, existe um destino bom e certo para a situação.
Por exemplo, eu estou muito estressado com muito serviço mesmo por fazer.
Mas é nestes momentos de intenso estresse, como eu estou passando neste momento por causa de excesso de trabalho, que eu resolvo escrever e publicar textos na internet, como válvula de escape.
Normalmente, o meu trabalho é tranquilo. Mas algumas vezes, ocorre excesso de serviço. E infelizmente, ultimamente, tem sido mais frequente do que eu gostaria. E isto é um desabafo.
No entanto eu tenho um pouco mais de 2 anos e 40 dias aproximadamente para me aposentar.... quando completar 60 anos em 21 de outubro de 2025... e graças a Deus, o tempo parece que está passando rápido ultimamente.

Mas vamos ao assunto de hoje.
Vou falar de um brasileiro, Ruy Barbosa. Um nordestino, baiano, natural de Salvador, capital da Bahia, que tem o respeito praticamente de todos do Direito no Brasil.
Abaixo uma pequena bibliografia:
Notável orador e estudioso da língua portuguesa, foi membro fundador da Academia Brasileira de Letras (1897), ocupando a cadeira n.º 10, e seu presidente entre 1908 e 1919.
Como delegado do Brasil na II Conferência da Paz, em Haia (Holanda, 1907), notabilizou-se pela defesa do princípio da igualdade dos Estados.
Por sua atuação nessa conferência, recebeu do Barão do Rio Branco o epíteto de "O Águia de Haia".

Por que motivo eu estou escrevendo este texto hoje?
Vamos em partes.
Existe o Tribunal Internacional de Haia que é respeitadíssimo pela maioria dos países civilizados do mundo, e eu concordo plenamente com isto.
E coincidentemente Ruy Barbosa recebeu o justo apelido de o águia de Haia.

O que eu quero dizer com isto?
Que todos os países que ainda não assinaram concordando e aceitando a jurisdição do Tribunal Internacional de Haia (Criminal) devem fazer, em busca de uma jurisdição internacional e correta a nível criminal em todo o mundo. E isto é um recado explícito.
Ainda bem que o Brasil já aceitou a jurisdição do Tribunal Internacional de Haia isto há muito tempo atrás.
E se alguém no Brasil, algum governante brasileiro atual ou no futuro, quiser sair deste Tribunal Internacional, esta atitude tem meu total repúdio, inclusive, este meu posicionamento é em homenagem ao nordestino, baiano, e merecidamente reconhecido no Brasil e no mundo, com o apelido de Aguia de Haia, Ruy Barbosa.
Mas eu vou mais longe ainda.
Os leitores do Livro de Urantia conhecem uma passagem de Jesus Cristo, antes da vida pública, quando esteve, salvo engano, perto da região do Mar Cáspio. Talvez tenha sido perto do lago de Úrmia (Persia), que fica no atual Irã. A minha memória não está tão boa assim.

3. Os Ensinamentos na Úrmia
134:3.1 (1485.3) A caminho do mar Cáspio, Jesus havia feito uma parada de vários dias para descansar e recuperar-se, na velha cidade persa da Úrmia, nas margens do lado oeste do lago da Úrmia. Na maior das ilhas de um arquipélago situado a pouca distância das margens, perto da Úrmia, estava localizado um grande prédio — um anfiteatro para conferências — dedicado ao “espírito da religião”. Essa estrutura era realmente um templo da filosofia das religiões.
134:3.2 (1485.4) Esse templo da religião havia sido construído por um rico mercador, cidadão da Úrmia, e pelos seus três filhos. Esse homem chamava-se Cimboitom e, entre os seus ancestrais, ele tinha muitos povos diferentes.

Conforme os escritos dos seres intermediários que acompanharam a vida de Jesus e que foi aprovado por Mantutia Melquisedeque (coordenador do Livro de Urantia) e pelos Anciões dos Dias de Uversa, em linguagem de hoje, eis o quanto foi importante este episódio, bastando ler alguns trechos, em relação a paz no mundo.

Há apenas dois níveis de soberania relativa em um mundo habitado: o livre-arbítrio espiritual do indivíduo mortal e a soberania coletiva da humanidade, como um todo. Entre o nível do ser humano individual e o nível da humanidade total, todos os agrupamentos e associações são relativos, transitórios e têm valor apenas pelo que podem melhorar no bem-estar, na felicidade e no progresso do indivíduo e do planeta, como um grande todo — o homem e a humanidade.

Eu sou bacharel em Direito. Eu sempre assumi este posicionamento de que a paz no mundo irá vir quando existir uma Constituição Universal para todos os países civilizados do mundo.
E eu repito que não sou pioneiro em relação a esta ideia, de uma Constituição Universal a reger o mundo civilizado em nosso planeta. Muitos já falaram sobre isto em várias partes do mundo.
Talvez, escrevendo esta mensagem eu consiga sensibilizar pessoas importantes, na importância do atual momento de nosso planeta para que ocorra paz no mundo, com a criação de uma Constituição Universal para os países civilizados em todos os continentes.
Eu acredito que apesar de ter um número pequeno de visitantes, atualmente, no Fórum Serara, existe um grupo muito seleto de pessoas que leem os textos deste fórum internacional, principalmente, ligados aos governantes dos principais países do mundo.
E desta forma, eu faço este apelo para paz no mundo com a criação de uma Constituição Universal, o que eu já havia escrito aqui neste Fórum Serara, anteriormente, mas eu acredito que o atual momento é mais do que oportuno para escrever novamente sobre isto.

Abaixo uma pequena bibliografia:
Notável orador e estudioso da língua portuguesa, foi membro fundador da Academia Brasileira de Letras (1897), ocupando a cadeira n.º 10, e seu presidente entre 1908 e 1919.
Como delegado do Brasil na II Conferência da Paz, em Haia (Holanda, 1907), notabilizou-se pela defesa do princípio da igualdade dos Estados.
Por sua atuação nessa conferência, recebeu do Barão do Rio Branco o epíteto de "O Águia de Haia".

Por que motivo eu estou escrevendo este texto hoje?
Vamos em partes.
Existe o Tribunal Internacional de Haia que é respeitadíssimo pela maioria dos países civilizados do mundo, e eu concordo plenamente com isto.
E coincidentemente Ruy Barbosa recebeu o justo apelido de o águia de Haia.

O que eu quero dizer com isto?
Que todos os países que ainda não assinaram concordando e aceitando a jurisdição do Tribunal Internacional de Haia (Criminal) devem fazer, em busca de uma jurisdição internacional e correta a nível criminal em todo o mundo. E isto é um recado explícito.
Ainda bem que o Brasil já aceitou a jurisdição do Tribunal Internacional de Haia isto há muito tempo atrás.
E se alguém no Brasil, algum governante brasileiro atual ou no futuro, quiser sair deste Tribunal Internacional, esta atitude tem meu total repúdio, inclusive, este meu posicionamento é em homenagem ao nordestino, baiano, e merecidamente reconhecido no Brasil e no mundo, com o apelido de Aguia de Haia, Ruy Barbosa.
Mas eu vou mais longe ainda.
Os leitores do Livro de Urantia conhecem uma passagem de Jesus Cristo, antes da vida pública, quando esteve, salvo engano, perto da região do Mar Cáspio. Talvez tenha sido perto do lago de Úrmia (Persia), que fica no atual Irã. A minha memória não está tão boa assim.
Vou tentar achar rapidamente no Livro de Urantia.

134:0.1 (1483.1) DURANTE a viagem pelo Mediterrâneo, Jesus pôde estudar cuidadosamente as pessoas que conhecera e os países pelos quais passara e, por volta dessa época, chegou à sua decisão final quanto ao restante da sua vida na Terra. Ele havia considerado plenamente, e, por fim, havia aprovado o plano o qual previa o seu nascimento de pais judeus na Palestina; e, com isso, deliberadamente, voltou à Galiléia para aguardar o começo do trabalho da sua vida como um mestre público da verdade; e começava a fazer planos para uma carreira pública na terra do povo do seu pai José, e fazia isso por sua própria vontade.

3. Os Ensinamentos na Úrmia
134:3.1 (1485.3) A caminho do mar Cáspio, Jesus havia feito uma parada de vários dias para descansar e recuperar-se, na velha cidade persa da Úrmia, nas margens do lado oeste do lago da Úrmia. Na maior das ilhas de um arquipélago situado a pouca distância das margens, perto da Úrmia, estava localizado um grande prédio — um anfiteatro para conferências — dedicado ao “espírito da religião”. Essa estrutura era realmente um templo da filosofia das religiões.
134:3.2 (1485.4) Esse templo da religião havia sido construído por um rico mercador, cidadão da Úrmia, e pelos seus três filhos. Esse homem chamava-se Cimboitom e, entre os seus ancestrais, ele tinha muitos povos diferentes.

O que teve de importante neste episódio memorável da vida de Jesus?
Conforme os escritos dos seres intermediários que acompanharam a vida de Jesus e que foi aprovado por Mantutia Melquisedeque (coordenador do Livro de Urantia) e pelos Anciões dos Dias de Uversa, em linguagem de hoje, eis o quanto foi importante este episódio, bastando ler alguns trechos, em relação a paz no mundo.

134:5.2 (1487.9) A guerra em Urântia nunca terminará enquanto as nações apegarem-se às noções ilusórias da soberania nacional ilimitada. Há apenas dois níveis de soberania relativa em um mundo habitado: o livre-arbítrio espiritual do indivíduo mortal e a soberania coletiva da humanidade, como um todo. Entre o nível do ser humano individual e o nível da humanidade total, todos os agrupamentos e associações são relativos, transitórios e têm valor apenas pelo que podem melhorar no bem-estar, na felicidade e no progresso do indivíduo e do planeta, como um grande todo — o homem e a humanidade.

134:5.12 (1489.3) A paz não virá a Urântia até que todas as chamadas nações soberanas coloquem os seus poderes de fazer guerra nas mãos de um governo representante de toda a humanidade. A soberania política é inata aos povos do mundo. Quando todos os povos de Urântia criarem um governo mundial, eles terão o direito e o poder de fazer dele um governo SOBERANO; e quando esse representante, ou poder democrático mundial, controlar as terras, o ar e as forças navais do mundo, a paz na Terra e a boa vontade entre os homens poderá prevalecer — mas não antes disso.
134:5.13 (1489.4) Para usar uma importante ilustração dos séculos dezenove e vinte: os quarenta e oito estados da União Federal Americana vêm, há muito, desfrutando da paz. Eles não mais tiveram guerras entre si próprios. Eles entregaram a sua soberania ao governo federal e, por meio de um arbitramento, em caso de guerra, abandonaram todas as reivindicações ilusórias de autodeterminação. Enquanto cada estado regular os seus assuntos internos, ele não se preocupará com relações exteriores, tarifas, imigração, assuntos militares ou com o comércio interestadual. Nem os estados individualmente preocupar-se-ão com as questões da cidadania. Os quarenta e oito estados sofrem a devastação da guerra apenas quando a soberania do governo federal, de algum modo, é ameaçada.
134:5.14 (1489.5) Esses quarenta e oito estados, tendo abandonado o duplo sofisma da soberania e da autodeterminação, desfrutam da paz e da tranqüilidade interestadual. Assim, as nações de Urântia começam a gozar da paz, quando elas abandonam livremente as suas respectivas soberanias, colocando-as nas mãos de um governo global — a soberania da irmandade dos homens. Nesse estado mundial, as pequenas nações serão tão poderosas quanto as grandes; assim,do mesmo modo que o pequeno estado de Rode Island tem os seus dois senadores no Congresso americano, os populosos estados de Nova Iorque ou o estado imenso do Texas também têm.
134:5.15 (1490.1) A soberania limitada (do Estado) desses quarenta e oito estados foi criada pelos homens e para os homens. A soberania do supra-Estado (o nacional) da União Federal Americana foi criada pelos treze estados originais, dentre esses, para o seu próprio benefício e para o benefício dos homens. Em alguma época, a soberania supranacional dos governos planetários da humanidade será similarmente criada pelas nações, para o seu próprio benefício e para benefício de todos os homens.
134:5.16 (1490.2) Os cidadãos não nascem para o benefício dos governos; os governos são organizações criadas, e legadas, para o benefício dos homens. Não pode haver um fim para a evolução da soberania política sem o surgimento do governo em soberania de todos os homens. Todas as outras soberanias são relativas em valor; de significado apenas intermediário e status subordinado.

Eu sou bacharel em Direito. Eu sempre assumi este posicionamento de que a paz no mundo irá vir quando existir uma Constituição Universal para todos os países civilizados do mundo.
E eu repito que não sou pioneiro em relação a esta ideia, de uma Constituição Universal a reger o mundo civilizado em nosso planeta. Muitos já falaram sobre isto em várias partes do mundo.
Talvez, escrevendo esta mensagem eu consiga sensibilizar pessoas importantes, na importância do atual momento de nosso planeta para que ocorra paz no mundo, com a criação de uma Constituição Universal para os países civilizados em todos os continentes.
Eu acredito que apesar de ter um número pequeno de visitantes, atualmente, no Fórum Serara, existe um grupo muito seleto de pessoas que leem os textos deste fórum internacional, principalmente, ligados aos governantes dos principais países do mundo.
E desta forma, eu faço este apelo para paz no mundo com a criação de uma Constituição Universal, o que eu já havia escrito aqui neste Fórum Serara, anteriormente, mas eu acredito que o atual momento é mais do que oportuno para escrever novamente sobre isto.
